GOVERNOR CUOMO ANNOUNCES COMMUNICATIONS TEST DESIGN INC. CREATING ECONOMIC OPPORTUNITY IN CAPITAL REGION

Pennsylvania-based communications service firm chose New York for its new facility, creating 150 new jobs in Schenectady County

Governor Andrew M. Cuomo today announced that Communications Test Design Inc. (CTDI), a leader in global engineering, repair, logistics and product manufacturing in the communications service industry, is creating economic opportunity in the Capital Region by establishing its new testing, repair and logistics operations center in New York State. CTDI has selected the Glenville Business and Technology Park in Schenectady County for a new, 130,000 square foot facility that will create 150 new jobs. “I am pleased that as a result of our support, CTDI has chosen New York State as the place to locate their new high-tech facility and create 150 new jobs,” Governor Cuomo said. “Over the last three years, we have made it a priority to jumpstart the economy in Upstate New York, and the decision by CTDI to establish its new operations center in Schenectady County is another example that our efforts are working. Companies are giving New York a second look and it is clear they like what they see. I look forward to working with CTDI to create economic opportunity in the Capital Region.”

“CTDI is very excited about the opportunity to expand our network of state-of-the-art repair and logistics service centers into New York State to support our customers in the Northeastern U.S.,” said Vice President of CTDI Corporate Operations W. Paul Cardell. “The cooperation and support CTDI is receiving from Schenectady County and the State of New York were very important factors in our decision to locate our new operation in the Glenville Business and Technology Park. We look forward to partnering with the Galesi Group to build and establish a world-class facility and service operation that will bring new employment opportunities to the local community.”

The Pennsylvania-based firm, which provides integrated, one-stop service solutions to the global communications industry, considered sites throughout the Northeastern United States before selecting Schenectady County for the new facility. The Galesi Group will construct a 151,000 square foot building at the Glenville Business and Technology Park, of which, CTDI will lease 130,000 square feet with an option to expand into the remaining space.

To assist CTDI with its location to New York State, Empire State Development (ESD) is providing $800,000 in performance-based Excelsior Jobs Program tax credits, provided as the company creates new jobs. The project also includes the purchase of machinery, fixtures and equipment, as well as employee training, and the company will be recruiting for management positions, electronics repair technicians, test technicians and logistics personnel.

“We are pleased to assist CTDI, whose investment in New York State will complement the growing communications and high-tech industry in the Capital Region,” said Empire State Development President, CEO & Commissioner Kenneth Adams. “The region, with its skilled and talented workforce, is ripe for companies like CTDI looking to establish a firm presence in New York State. We thank Schenectady County, Metroplex, the Town of Glenville, National Grid and all the partners involved in helping to bring this leading company and its expertise to Schenectady County.”

In addition, the Schenectady County Metroplex Development Authority will provide a $175,000 grant toward project costs which total $11.4 million, and an application also has been submitted to National Grid for a $250,000 grant to help offset the costs of running gas and electric service to the new building to serve CTDI’s requirements.

Anthony Jasenski, Chairman of the Schenectady County Legislature, said, “We thank Governor Cuomo for his assistance in bringing this new company to Schenectady County. This is a major win for our economic development efforts and another example of what we can accomplish when all levels of government work together.”

Ray Gillen, Chair of the Schenectady County Metroplex Development Authority, said, “CTDI is an outstanding company and we are proud that they selected Schenectady County. We worked very hard to bring this company to our community and we would not have been successful without the unwavering support of Governor Cuomo, his economic development team and the Galesi Group’s commitment to once again make a major investment in a new 151,000 square foot building.”

Chris Koetzle, Glenville Town Supervisor, said, “Glenville is pleased to play an important role in this project by coordinating the approval process so that we could meet CTDI’s schedule. We appreciate the full support of Governor Cuomo and his team, Metroplex and the Galesi Group for this major win for Glenville.”

David M. Buicko, COO of the Galesi Group, said, “The support we received on this project is an example of how economic development can and should work. The Governor and Empire State Development were outstanding. Metroplex, Schenectady County and the Town of Glenville worked together seamlessly to win this project over dozens of competing sites that wanted these new jobs. We are pleased to make this additional investment in Schenectady County to bring CTDI to the Glenville Business and Technology Park.”
